An adorable small ornamental animal figurine by Pablo Zabal (Chile, South America), dating from around the 1970s...
He's a cute smiling seated frog with big eyes and wide mouth. He's from the 'Blue Zoo' range of similarly decorated blue and white animals. The mid blue glaze has been hand carved through to the white layer to form simple patterns - making each piece unique. I'm unsure if he's porcelain or a white clay. He's signed to the base; you can almost make out 'Pablo Zabal' and 'Chile'. 
He's a small and lovable 4.5 x 4.5 x 3.5cm, about a golf ball size. Very good vintage condition. Minimal signs of age/era.
